James Blish's "Cities In Flight" series.
James Blish, "They Shall Have Stars"
Prequel to a series I haven't read. I suspect it's more interesting and makes more sense in the context of the series, but otherwise I wouldn't recommend reading it, since the multiple plotlines only come together at the very end of the book, just as the action looks like it's about to begin.
One striking part was the description of building a structure on Jupiter by remote-control; it's not cyberspace, but it feels much the same, and the descriptions of what the operator's feeling could have come from a William Gibson novel.
