Environments like GNOME now have support for right-to-left text, but testing this is somewhat hindered by lots of programmers only knowing left-to-right languages. So what we need is a hsilgnE locale, which is the same as English, but with text written right-to-left (in an appropriately-reversed font, preferably, so that it'd be readable in a mirror).
