A minimal version of stow implemented in C, statically-linkable, allowing arbitrary stow and target directories, using absolute links, and under a BSD-friendly license in the hope that one of them might be interested in using it for their ports.

The NetBSD people have taken a different approach: they've cloned stow (without some of the fancier features) in sh.
