Many graphics packages have a basic simulation of the appearance of paper -- usually just by overlaying a texture and maybe applying a blur or smudge. This doesn't produce particularly good results.

Instead, I'd like a really accurate paper simulator: emulate a pen or printing mechanism, have a physical model of how ink spreads out across the fibres and ridges in the paper, and so on.
