Use an irssi script or a dedicated bot to watch for IRC channel topic changes and publish them as an RSS feed. You could have one feed per channel, or user-customisable groups of feeds.
Implemented as irssrssi. It's harder than it looks because you need to convert colour codes into some sort of markup; even safely removing them isn't immediately straightforward, since not all clients implement them the same way.
